The Board of Education approved an increased financial investment in the Leon Hall Parkway and Business 21 intersection improvement project—enhancing the District’s long-standing commitment to student safety, infrastructure development, and maintaining local partnership with the City of Hillsboro.
Originally approved in August 2024, the District pledged $100,000 toward this joint initiative with the City of Hillsboro, backed by Transportation Alternatives Program (TAP) and Surface Transportation Program (STP) grant funding. Continued coordination with the City and property owner Dr. Ryan Knuckles has since led to an expanded project scope with long-term benefits.
Expanded Project Scope
Updated engineering plans now include a new turn lane along Leon Hall Parkway, integrated into the project’s first phase. This addition:
Eliminates the need for a second construction phase, minimizing disruption to school traffic;
Provides significant long-term cost savings to taxpayers and project partners; and
Enhances daily traffic flow and safety for students, families, and staff entering and exiting campus.
This proactive update ensures a more efficient and community-focused infrastructure solution.
Increased Financial Commitment
To support the expanded scope, the Board has approved an additional $300,000 investment—bringing the total District contribution to $400,000. The District will fund all elements not covered by grant dollars, ensuring timely construction of the new turn lane during the original project timeline.
Timeline and Fiscal Planning
Construction Start: Spring 2027
Estimated Completion: Summer 2027
Funding Allocation: Fiscal Years 2027 and 2028
The decision to complete the full project in one phase supports the District’s approach to long-range financial planning and operational efficiency.
Quote from Superintendent Dr. Jon Isaacson
“The safety and accessibility on our campus between schools are top priorities,” said Dr. Isaacson. “This expanded project demonstrates the strength of our partnerships and our shared commitment to doing what’s best for Hillsboro’s students and families. We are proud to work alongside the City of Hillsboro, City Administrator Jason Daniel, and Mayor Buddy Russell to deliver a smart, sustainable improvement that will benefit the entire community for years.”
The Hillsboro R-3 School District is proud to continue investing in solutions that prioritize safety, sustainability, and student well-being.
