The Hillsboro R-3 School District is sharing important information for senior citizens ahead of the Nov. 3, 2026, election, particularly those who are retired or living on a fixed income.
In an Oct. 22 letter to district families, employees and community members, Superintendent Dr. Jon Isaacson explained how Proposition H would affect homeowners who already participate in Jefferson County's Senior Property Tax Credit program.
The key message: Senior homeowners who currently receive the credit and continue to qualify would NOT pay additional school property taxes on their qualifying home as a result of Proposition H.
Why Wouldn't Their School Property Taxes Increase?
The distinction comes down to the type of tax levy being proposed.
Proposition H is an increase to the district's operating tax levy, not a bond or debt levy.
Jefferson County's Senior Property Tax Credit program covers increases in school operating taxes for qualifying homeowners. However, the program does not cover taxes used to repay voter-approved bonds.
Because Proposition H involves the operating levy, existing credit recipients who remain eligible would not experience an increase in their school property taxes because of the proposition.
Jefferson County Collector Confirms the Information
To ensure residents receive accurate information, Hillsboro R-3 contacted Jefferson County Collector of Revenue Michelle Worth on Oct. 21st.
Worth responded:
"It is my understanding that if the ballot measure passes for Hillsboro R-3 it will NOT affect the Seniors already receiving the Senior Tax Credit."
The district appreciates Worth and her office for helping clarify how the program applies to Proposition H.
What If You Haven't Applied for the Senior Tax Credit?
Jefferson County's next application period runs from March 1st through June 30th, 2027.
The program is available to eligible homeowners age 62 and older and applies to their primary residence — the home they own and live in.
Homeowners already approved for the credit do not need to reapply each year as long as they continue to qualify. Jefferson County automatically renews their credits.
Residents can learn more about eligibility, applications and program requirements through the Jefferson County Collector of Revenue's Office.
Helping Our Community Stay Informed
Property taxes are an important concern for many Hillsboro residents, particularly senior citizens managing expenses on a fixed income.
The district encourages families to share this information with parents, grandparents, neighbors and other residents who may qualify for the Senior Property Tax Credit.
As the Nov. 3rd election approaches, Hillsboro R-3 will continue providing factual information about Proposition H and its potential impact on district operations and local taxpayers.
